It exists to keep liquid moving: work goes in at a rotating shaft and appears as a rise in pressure between suction and discharge. Liquid enters at the centre of an impeller and is thrown outwards into a casing that collects the flow and leads it to the discharge nozzle. The impeller overhangs a shaft carried in a bearing housing, coupled to a driver on a common baseplate; where the shaft leaves the casing it passes through a seal holding the pumped liquid back from atmosphere. Nothing fixes the flow per revolution — it settles where the pump's curve meets the resistance of the system. Where it draws from a vessel it sits below it, keeping the suction line short.
